Montenegrin prison and probation practitioners receive Basic and Advanced Training Curricula on working with violent extremist prisoners

Basic and Advanced Training Curricula for prison and probation practitioners working with violent extremist prisoners and prisoners at risk from radicalisation in Montenegro were presented to the management of the Directorate for Execution of Criminal Sanctions, Ministry of Justice, and prison practitioners from all detention facilities coming together on 29 October 2024 in Podgorica. The curricula, developed with the support of the Council of Europe, lay foundation for structured and standardised approach to further capacity building and professional advancement of prison and probation staff in Montenegro, providing them with knowledge and information on: violent extremism and radicalisation, international standards and legal framework in the field of prevention and combating violent extremism, prevention of radicalisation, management and rehabilitation of violent extremist prisoners and communication with them, cooperation between prison departments and inter-agency cooperation. According to the participants the curricula thus encompass all relevant areas of knowledge and information essential for newly recruited penitentiary and probation professionals as well as for experienced ones, whereas certain modules are of particular value, such as the one on communication with violent extremist prisoners. On the occasion, a representative of the National Operative Team of Montenegro for prevention and countering violent extremism gave an update on the current legal and institutional framework of Montenegro in the respective field. The Workshop was held under the auspices of the Regional Action “Enhancing co-operation in the Western Balkans in managing violent extremism in prisons and preventing further radicalisation after release”, and the Horizontal Facility Programme III.
