Coordination meetings on beneficiary-specific component for Kosovo*

During his visit to Kosovo on 4 October 2024, the Regional Programme Manager of the HF15 Regional Action “Enhancing co-operation in the Western Balkans in managing violent extremism in prisons and preventing further radicalisation after release” Predrag Šofranac met the local main beneficiaries of the regional action – Arsim Tahiri, Head of the Directorate of Kosovo Probation Service and Ridvan Hoti, Deputy Director General Kosovo Correction Service. In a very open discussion, the partners underlined the importance of offering well-structured rehabilitation, pre- and post-release programmes to violent extremist prisoners (VEPs), probationers and marginalised prisoners vulnerable to radicalisation as a chance to rebuild their lives and make a positive contribution to their home communities. It was emphasised that the “whole of society” approach in rehabilitation and prison-exit programmes can significantly contribute to reducing recidivism rates among this category of prisoners. The beneficiaries praised good longstanding cooperation with the Council of Europe regional action, expressing their satisfaction with the results achieved so far stemming from the implementation of regional action activities. They also thanked the Council of Europe for the support provided in the development and adjustment of the VEPs-specific tools, rehabilitation and reintegration programmes that are currently being piloted in the High Security Prison and Dubrava prison. The participants reaffirmed their commitment to active participation in implementing the regional actions’ activities, which should contribute to making prisons safe from radical ideologies and creating an environment that encourages reintegration of prisoners into local communities, builds hope, resilience, and creates “second chances”. The Coordination meetings were organized under the auspices of the Kosovo-specific component within the regional action "Enhancing the co-operation in the Western Balkans in managing violent extremism in prisons and preventing further radicalization after release", carried out within the framework of the joint programme of the European Union and the Council of Europe "Horizontal Facility for the Western Balkans and Türkiye", co-financed by the EU and the Council of Europe and implemented by the Council of Europe. * All references to Kosovo, whether the territory, institutions or population, in this text shall be understood in full compliance with United Nations' Security Council Resolution 1244 and without prejudice to the status of Kosovo.
