The action will continue preparing the penitentiary system of Montenegro to apply the tools for screening to radicalisation, assessment of risk and needs of violent extremist prisoner (VEP) and practice the individual approach to rehabilitation of violent extremist prisoners or prisoners who are marginalised and vulnerable at risk from radicalisation and will provide guidance to prison staff on how to develop and operationalize quality pre-release programs. It will also empower probation professionals to adjust and apply the tools and program towards the needs of the probation context. Other challenges of Montenegro pertaining to ensuring of effective: prison exit continuum, multi-agency co-operation and communication, identification and treatment of mental health issues among targeted prison population, evaluation of offender’s progress in rehabilitation and assessment of needs of women offenders, with view of use of conditional release/community sanctions/measures will be addressed through the regional dimension of the action.
