The Council of Europe continues to support the piloting of the screening tool, risk and needs assessment
instrument and rehabilitation programme for violent extremist prisoners (VEPs) in two prisons in Kosovo,
namely in the High Security prison and Dubrava.
On 28 June 2021, as part of the process that is closely supervised by CoE consultants, trained staff of the
multi-disciplinary teams (MDT) from both prisons attended the second online coaching session. At this
meeting they shared their first impressions on the applicability and usefulness of these tools within the
Kosovo prison context and received practical guidance from the consultants.
The MDT staff also stated that they now feel more confident thanks to the support from the CoE
consultants. They expressed their motivation and enthusiasm when it comes to applying these tools in
practice, however also raised potential challenges in relation to delivering the rehabilitation programme.
This activity was implemented under the auspices of the action ”Enhancing penitentiary capacities in
addressing radicalisation in prisons in the Western Balkans”, part of the Horizontal Facility for the Western
Balkans and Turkey (2019 – 2022) programme, funded by the European Union and Council of Europe and
implemented by Council of Europe.
