Screening and RNA

Under this thematic area the action is focusing on screening, risk and needs assessment (RNA) and allocation practices when dealing with violent extremist prisoners (VEPs) by providing forum to the beneficiaries to share their experiences, good practices, lessons learnt throughout the Western Balkans region and by increasing their knowledge on CoE and other international standards. Based on the developed papers on good approaches, practices, identified weaknesses and lessons learnt the common framework and methodology to be applied throughout the region, will be developed, clearly presenting the findings and recommendations on unifying the approaches.

As the prison environment can be a potential ground for radicalisation of prisoners there is a need for proper screening of general prison population on their behaviour even when they are not convicted of terrorism related offences. Thus, there is emerging need for the development and application of specific early identification tools for assessing the level of radicalisation and responding to the individual risks and needs in order to prepare a proper treatment and rehabilitation programme, based on the individual needs of the inmate, which would pave the way towards successful reintegration back into the society.
