Probation staff in Albania to improve rehabilitation and reintegration of violent extremist offenders
The EU and Council of Europe continue to support the Albanian Probation Service by strengthening staff capacities, knowledge and skills for an effective rehabilitation and reintegration of violent extremist offenders (VEOs) into society. Following the development of the first VEO-specific screening, risk and needs assessment tool, which was complemented with an individual treatment plan and rehabilitation programme, probation staff were trained in their practical application through presentations, exercises, and role plays. The training enhanced participants’ knowledge and understanding of radicalisation prevention, while strengthening their skills in VEOs rehabilitation and treatment planning. The participants discussed challenges that they may encounter during the implementation of the VEO-specific tools and programmes, such as offenders’ resistance and lack of motivation as well as specifics of the work with women probationers. With these efforts, the Council of Europe aims to ensure that they are well-prepared to advance rehabilitation and reintegration of offenders, while ensuring the safety and security of the wider community, in line with European standards, The training was organised by the regional action “Enhancing co-operation in the Western Balkans in managing violent extremism in prisons and preventing further radicalisation after release” under auspices of the third phase of the European Union and Council of Europe joint “Horizontal Facility III” programme.
