Strengthening Prison Staff Capacities to Manage Violent Extremist Prisoners in Albania

Penitentiary staff plays a key role in dealing with violent extremist prisoners (VEPs), both in terms of rehabilitation and ensuring institutional security. As part of the continuous efforts to build and strengthen the capacities of prison practitioners in Albania and ensuring long-term success in the process of systemic prevention and response to prison radicalisation, a cascade training session was organised with the support of EU and Council of Europe. A group of practitioners, 34 in total from 19 prisons across Albania, participated in the training held on 27–28 May 2025 in Kavaja, where they had the opportunity to increase their knowledge and skills in application of the violent extremist prisoners’ (VEPs) specific instruments and programmes. They are specifically designed for screening signs of radicalisation, conducting risk and needs assessment of VEPs, supporting rehabilitation efforts and preparing prisoners for reintegration upon release. The training was led by experienced peers who had participated in the 2024 pilot implementation of these tools in three Albanian prisons. Their hands-on experience and practical insights added significant value to the learning process. Recognising the importance of establishing an internal mechanism for transferring skills, knowledge and expertise, the Directorate General of Prison Administration is actively fostering peer-to-peer learning among prison practitioners working with (VEPs) and others prone to radicalisation. This approach will enable self-sustainable capacity building of newcomers to the prison service or experienced professionals seeking to advance their expertise.
