The rehabilitation of radicalised and violent extremist prisoners represents a specific challenge for prison practitioners in the Western Balkans and broader. Recognising that trust-building, ethics and professionalism are core principles of effective rehabilitation, the management of these prisoners requires tailored and specialised approaches. This need has been also recognised by the Administration for the Execution of Criminal Sanctions of the Ministry of Justice of the Republic of Serbia. As a result of the partnership with the EU and Council of Europe joint regional action "Enhancing co-operation in the Western Balkans in managing violent extremism in prisons and preventing  further radicalisation after release", were developed the Guidelines and Standard Operating Procedures for the implementation of the rehabilitation programme intended for prison practitioners working with violent extremist prisoners in Serbia. These Guidelines were shared with prison treatment practitioners from seven detention institutions in the Republic of Serbia during a two-day ‘Training of Trainers’ programme, held on 11 – 12 May 2026 in Belgrade. Participants received comprehensive guidance on the implementation of the Guidelines in practice.  This will ensure a standardised approach to the implementation of the rehabilitation programmes for violent extremist prisoners. In addition the trained trainers will serve as knowledge multipliers, mentors and supervisors for their peer colleagues across the prison system of the Republic of Serbia. This activity was implemented by the regional action on "Enhancing co-operation in the Western Balkans in the managing violent extremism in prisons and preventing further radicalisation after release", within the framework of EU and Council of Europe  joint programme “Horizontal Facility III”.
