Measures to strengthen inter-agency co-operation in the prevention and management of violent extremism in prison and ensure effective continuity during the pre-release and post-release phases, was the focus of the co-ordination meeting held with authorities in Montenegro within the framework of the EU and Council of Europe regional action “Enhancing co-operation in the Western Balkans in managing violent extremism in prisons and preventing further radicalisation after release”. The Regional Programme Manager of the action Predrag Šofranac met with Dragana Kažanegra Stanišić, the Deputy Co-ordinator of the National Inter-agency for the Prevention and Suppression of Violent Extremism, Terrorism, Money Laundering and Financing of Terrorism of Montenegro, as well as with representatives of the National Inter-agency Operational Team (NOT) and the Administration for the Execution of Criminal Sanctions. In an open and constructive discussion, they exchanged on the ongoing efforts to strengthen inter-agency co-operation and co-ordination. Partners underlined the importance of providing tailored rehabilitation, disengagement, and reintegration programmes for violent extremist prisoners (VEPs) and individuals vulnerable to radicalisation, as a key opportunity to support their reintegration into society and to enable them to make a positive contribution to their communities. The exchanges emphasised the importance of applying the “whole-of-society” approach, bringing together correctional services, security institutions, and community actors, essential for reducing the risk of recidivism and strengthening long-term resilience against radicalisation pathways. The beneficiaries reiterated the importance of continued co-operation with the Council of Europe, valuing the support provided in strengthening institutional capacities and developing tailored tools and approaches for the management of VEPs. They highlighted the relevance of ongoing efforts to adapt rehabilitation and reintegration methodologies to the domestic context. Public authorities reaffirmed their commitment to further strengthening co-ordination mechanisms between relevant institutions, improving information-sharing practices, and ensuring more consistent and structured approaches to risk assessment, rehabilitation planning, and post-release monitoring. The co-ordination meeting was organised in the framework of the regional action on "Enhancing the co-operation in the Western Balkans in managing violent extremism in prisons and preventing further radicalization after release", part of the joint programme of the European Union and the Council of Europe "Horizontal Facility for the Western Balkans and Türkiye".
